<p>Responding to the threats posed by climate change, subnational policymakers, especially in California, have made numerous strategic financial investments (Nicholson-Crotty &amp; Carley, in <i>State Politics &amp; Policy Quarterly</i>, <i>18</i>(2), 122–147,&#xa0;<CitationRef CitationID="CR42">2018</CitationRef>). Nevertheless, critical issues remain unaddressed relative to resource distribution patterns; the extent of agency and stakeholder involvement; and the role of climate and equity tradeoffs, particularly at the subnational level. With the “gaps” in mind, this research assesses the effectiveness of the California Climate program in meeting its climate and equity goals.</p>
