<p>A comprehensive analysis of public personnel reform, particularly of an unfamiliar one that involves a substantial overhaul in a rapidly evolving context, presents a considerable challenge. Specifically, the public personnel system of the People’s Republic of China is operated under a dominant Party-state institution that differs significantly from those in developed countries. This article examines the historical development of China’s cadre personnel system (CPS) over 40 years, using over 200 written rules and their evolution. Combining institutional and instrumental perspectives enables the CPS reforms to be considered a bounded rational layering development.</p>
