<p>This study examines the political discourse of policy actors engaged in a legislative testimony debate aimed at reducing restrictions on updating gender designations on birth certificates in Colorado, US. This bill is one of Colorado’s first legislative debates about the state granting the power to individuals to update birth certificates to match their gender identity without surgery. Using the Advocacy Coalition Framework and Emotional-Belief Analysis, it identifies the unique expressed emotion-beliefs of each policy actor across one bill that was debated during two time periods in 2017 and 2019. This paper asks: <i>How do emotional-belief expressions and coalition composition vary and persist over time in Colorado transgender policymaking?</i> This study maps coalitions and coalition stability measures within a legislative venue at two points in time, emphasizing the deep core issues of gender identity and secondary beliefs about policy implementation. This study offers a unique case that deviates from traditional textbook applications of the Advocacy Coalition Framework, gives further insight into how emotions and secondary beliefs can contribute to coalitional cohesion, and explores coalition stability.</p>

摘要
