Issues associated with the development of new definitions for the terms “quantity”, “quantity value”, and “unit” in the Russian and international metrology

The definitions of key metrological terms such as “quantity”, “quantity value”, and “unit” (measurement unit) are undergoing revision as part of work on the fourth edition of the International Vocabulary of Metrology by the relevant working group of the International Bureau of Weights and Measures, as well as by a specially created working group of the Consultative Committee for Units. Russian experts are also involved in this work. It is worth noting, however, that the definitions of the specified terms in the Russian legislation differ significantly from those provided in the International Vocabulary of Metrology. The present article aims to examine the reasons for the differences between these definitions and to identify the advantages and disadvantages of different wordings. It is shown that the meaning of metrological terms is at risk of being narrowed and shifted relative to similar terms in other sciences, such as physics and chemistry. Particular attention is paid to the impact of formal requirements on the evolution of definitions of key metrological terms.
The article analyzes the evolution of the specified definitions in the Russian language, starting from GOST 16263-70 GSOEI. Metrology. Terms and Definitions (basis for the system of definitions in the Russian metrology) and ending with modern wordings. Modern definitions available in the Russian language differ significantly from the international definitions given in the third edition of the International Vocabulary of Metrology. In order to identify the reasons for this difference, the mechanisms underlying the development of new definitions in international documents are analyzed. The following requirements simultaneously imposed on the new system of definitions are discussed: unambiguity of terms, machine readability, possibility of substitution, operationality, and others. The author reveals some of the negative consequences of the formal application of terminology development rules, which cause dissatisfaction among a wide range of users. In conclusion, the article analyzes possible ways to develop the system of terms, which includes the revision of formal requirements for the definitions of metrological terms, as well as a shift of the focus to clarifying the purpose of the document and the end user of these definitions. The conclusion is drawn about the need to preserve traditional definitions in the Russian metrology until a new framework is found for the development of key metrological definitions that will be adopted by the entire metrology community.
