<p>The current legislations and guidelines on modern biotechnology worldwide tend to focus on scientific risk assessment without prioritizing the ethical aspect. The nature of ethical principles which is descriptive and difficult to measure quantitatively limit the application of ethical principle as an assessment tool. The objective of this paper was to develop a comprehensive set of measurable indicators for beneficence and non-maleficence. This study was conducted via a series of focus group discussions (FGDs) consisting of 27 experts representing various stakeholders in the biotechnology field, and the data were analyzed thematically. The results illustrate that the experts unanimously agreed on the role of the beneficence and non-maleficence principle as an overarching principle with five sub-principles namely i) Preservation of life (health), ii) Preservation of the environment and biological diversity, iii) Preservation of future generations, iv) Preservation of intellect and; v) Protection of animal welfare. To ensure that these indicators are practical and user friendly to the practitioners, the submission of related approval or scientific evidence already approved by other Malaysian legislation related to modern biotechnology is prioritized. Additionally, valid justification that modern biotechnology products will benefit and not harm life, environment, future generations, intellectual and animal welfare is acceptable. Due to their holistic nature, these indicators align with universal ethical principles, making them adaptable for diverse cultural, religious, and secular contexts to ensure responsible and sustainable advancements in modern biotechnology. These indicators can guide policymakers, researchers, and industry stakeholders toward responsible biotechnology advancements both in Malaysia and worldwide.</p>
