<p>Public health emergencies, such as the COVID-19 pandemic, have heightened concerns about personal safety and health risks, potentially shaping the higher education decisions of high school graduates and their families. Consequently, the admissions quality of higher education institutions (HEIs) in affected regions may be negatively impacted. In this study, we merged the National College Entrance Examination (NCEE) admissions data in Henan, Shaanxi, and Heilongjiang provinces, China, spanning 2017 to 2022, with statistics on COVID-19 pandemic and incorporated socio-economic, geographic, transportation and postal data from the provinces where the HEIs are located. Using a generalized difference-in-differences (GDID) model, our results indicate that both the COVID-19 outbreaks and severity significantly lower the admissions quality of HEIs located in the affected regions, but even severe outbreaks do not leave a lasting scarring effect. Notably, extensive analysis reveals that the admissions quality of medical schools remains unscathed by variations in pandemic severity. Moreover, the geographical distance between students’ hometowns and their chosen HEIs exacerbates these negative effects, yet maintaining a relatively stable socio-economic system during the pandemic helps mitigate them.</p>
