<p>The study examines bright city ideas to address urban decline in emerging economies, using China as a case example. This study examines how digital innovations in urban governance can help declining cities maintain their vitality despite population decline, thereby addressing a knowledge gap in urban planning. Our empirical research utilizes city-level panel data and a difference-in-differences (DID) model to evaluate the impact of innovative city projects. These programs substantially aid in resident retention, with the benefits manifesting gradually, indicating that ongoing investment is necessary over time. Results differ based on governmental assistance and the economic vitality of metropolitan areas. We advocate for the dynamic surveillance of demographic changes to assess the enduring effects of creative municipal initiatives, particularly in under-resourced regions. In practice, these advantages may only become evident after several years of sustained policy execution. Our research advances sustainable urban development and highlights the revolutionary potential of technology in revitalizing cities. They emphasize the significance of innovative city initiatives, bolstered by data-driven governance and investments in intelligent infrastructure, in promoting regional economic development and improving urban resilience.</p>
