Multi-criteria site selection for emergency operations centers in Tehran province: an integrated GIS-AHP approach

This study offers a combined methodology includes Geographic Information Systems (GIS) and the Analytic Hierarchy Process (AHP) to identify the most suitable locations for Emergency Operations Centers (EOCs) Construction in Tehran Province, Iran. EOCs are instrumental infrastructure for coordinating emergency responses in the event of natural disasters and industrial accidents and thus their location is a necessity for effective crisis management. The analysis evaluated the possible sites based on five general criteria: safety considerations (37.8%), accessibility (28.0%), infrastructure (18.1%), environmental considerations (11.9%), and cost considerations (4.2%). There were constraints and suitability factors within each criterion, to which weights were assigned by the Analytic Hierarchy Process (AHP) to determine relative importance. The two-step approach was used, where GIS initially used constraint factors in excluding inappropriate areas, then used weighted suitability factors to identify optimum locations. Based on this combined approach, 27 possible EOC locations within Tehran Province were determined that satisfy all the safety standards in addition to optimal accessibility and infrastructural backup. Apart from this, the network analysis also calculated the most optimal paths of movement from facilities to the EOC locations based on spatio-temporal factors and constraint factors such as parking facilities. The results calculated the three most optimal routes for traveling to each EOC center, reflecting good accessibility of the centers and the correct positioning on the map. The findings offer a scientific basis for emergency management planners to decide on the strategic siting of EOCs, strengthening disaster response and preparedness capacity in this seismically prone and densely populated area.
