<p>This study combines internal and external governance and participation mechanisms to construct a new rural collective economic organization. A diversified and orderly evaluation classification model is used to conduct a classification survey on the mechanism stages. Regarding the environmental value of rural ecological resources, the average satisfaction scores of farmers were 3.29, 3.31, and 3.08, respectively. This indicates that farmers are highly enthusiastic about the value conversion of ecological resources, which is conducive to improving CEO management level and resource value conversion efficiency. 43.07% of farmers agreed with the quantification of resource assets to individuals, and 50% of them generally agreed with the operational order of collective economic organizations. This indicates that quantifying ecological resource assets still needs to improve communication between individual farmers and organizations. The recognition of new forms of private investment in rural collective economic organizations was generally 58.39%, and 46.35% of farmers also recognized the promotion and development of collective economic organizations by external social entities. The average questionnaire scores on property rights definition, collective action, resource capital combination, and principal-agent relationship were 3.11, 2.97, 3.06, and 2.96, respectively. The statistical analysis of these four dimensions shows that the new rural collective economic organizations have suitable methods for dealing with ecological resource assets, increasing farmers’ income, improving the ecological environment, and promoting the sustainable development of environmental resource assets and rural revitalization. The above results demonstrate that the new rural collective economic organization promotes the value integration of rural ecological resources, providing a development path for rural environmental civilization, green development, and shared prosperity.</p>
