<p>This paper investigates the inter-district disparities in socio-economic development in the newly formed Union Territory (UT) of Jammu &amp; Kashmir. More specifically, the study attempted to identify the less developed districts requiring government intervention to achieve balanced regional development<i>.</i> The study also examines the regional differences in the allocation of public spending for development purposes during the period of 8th, 9th, 10th, 11th and 12th Five-Year plans to assess whether resources were distributed equitably. The level of socio-economic development of each district is assessed using a composite index, namely Socio-economic Development Index (SEID), created using fifteen indicators reflecting the development of banking, transport, irrigation, education, healthcare and basic amenities. The principal component method is used to compute weights for the selected indicators. Based on the index value, districts are ranked and classified into three groups: developed, medium-developed and less-developed. The analysis reveals a distinct concentration of development in the capital districts of Jammu and Srinagar. Whereas eight districts, namely, Reasi, Ramban, Doda, Poonch, Rajouri, Kupwara, Kishtwar, and Bandipura, accounting for 48 per cent of the area and 31 per cent of the population of the UT, identified as less developed<i>.</i> The Jammu region shows a particularly bleak picture, with six out of its ten districts identified as less developed.&#xa0;Finally, the results reveal that the allocation of public expenditures for development purposes has been skewed toward the Kashmir region. Findings highlight the need for new regional policies to address the issue of regional disparities in socio-economic development in the UT of Jammu &amp; Kashmir. The study suggests that more resources should be allocated to the Jammu region to neutralise the injustice caused in the past. The study’s findings offer valuable insights for policymakers and planners in devising effective strategies to promote balanced regional development in UT of J&amp;K.</p>
