<p>Urban fire-safety management (UFSM) is important for reducing fire losses and maintaining social stability. The practice of UFSM shows that fire-safety management policies are crucial for the deployment and implementation of management measures. To understand the improvement path of UFSM capabilities, this study used the policy-modeling consistency index model to construct an evaluation index system for UFSM policy in China. Furthermore, combined with the classification of UFSM policies, typical policies were evaluated and analyzed. The results showed that different types of UFSM policies contribute to improving UFSM capabilities. Fire planning policies serve as the basis for supporting and consolidating the improvement of UFSM capabilities. Place fire-safety management-standard, special-campaign deployment, and fire-safety management-strengthening policies complement existing UFSM policies. Fire-safety management-mode innovation policies are essential to the expansion of UFSM capabilities. Additionally, the policy attributes and policy content dimensions provide guidance for the improvement of UFSM capabilities. The management link dimension is crucial in supporting the improvement of UFSM capabilities. The policy environment dimension guarantees the improvement of UFSM capability. On this basis, with the goal of strengthening the supporting role of policies for the improvement of UFSM capabilities, this study proposes various suggestions.</p>
