<p>Industrial clusters play a pivotal role in regional economic development by fostering equitable growth and promoting sustainable industrialization. Inclusive industrial clusters, in particular, extend these benefits by improving working and living conditions, enhancing environmental quality, and reinforcing industrial resilience. This study identifies and prioritizes the critical factors that shape successful inclusive industrial clusters by integrating expert opinions through the Delphi technique and Analytic Hierarchy Process. The expert panel, drawn from diverse domains including urban planning, environmental management, infrastructure, public policy, and the textile industry, helped formulate a structured prioritization framework grounded in both quantitative weights and qualitative insights. The results reveal that regulatory compliance and environmental sustainability are the most influential criteria, with fire safety, water pollution control, and labour safety emerging as top sub-factors reflecting rising expert concern over safety lapses and enforcement gaps. Industrial performance and worker well-being also rank high, with affordable housing and working conditions seen as slow-building risks. Additionally, the study proposes a composite score threshold derived from global inclusivity benchmarks as a reference for classifying clusters as inclusive. Sensitivity and consistency analyses confirm the robustness of the framework. This research contributes a rigorous, expert-informed decision-support model for policymakers, urban designers, and industry leaders aiming to balance growth with safety, sustainability, and social inclusion in fast-developing industrial economies.</p>
