Can low-carbon transportation promote pollution reduction and carbon reduction?

This study analyzes how low-carbon transportation affects pollution reduction (PR), carbon reduction (CR), and the synergy between them. While previous studies have emphasized the barriers and driving mechanisms of low-carbon transportation, as well as its impacts on either pollution or carbon emissions in isolation, its role in simultaneously fostering PR and CR and enhancing their synergies remain underexplored. This study regards the implementation of China’s low-carbon transportation system(LCTS) policy as a quasi-natural experiment. With Chinese cities as samples, we utilize the difference-in-differences model to analyze the policy influences on PR and CR. Our results show that the LCTS policy advances both PR and CR, with more pronounced effects observed in cities exhibiting higher levels of economic and financial development. This positive impact operates through three primary channels: improved green technology innovation, increased public transportation supply, and enhanced energy efficiency. Further analysis shows that the LCTS policy significantly fosters PR and CR synergies. This study’s results supply solid empirical evidence and practical references to facilitate PR-CR synergy via low-carbon transportation.
