<p>The energy sector is one of the largest contributors to global greenhouse gas emissions and plays a critical role in global climate mitigation efforts. Achieving carbon neutrality has therefore become a key policy objective for many countries. This paper presents a systematic review of 88 peer-reviewed journal articles to identify and synthesize national strategies for achieving carbon neutrality in the energy sector among ASEAN member countries. The review identifies several key strategic pillars, including energy efficiency improvements, the expansion of renewable energy, carbon financial mechanisms, technological innovation, and policy governance frameworks. In addition, the study examines the implications of global economic shifts, including deglobalization, and highlights the importance of strengthening national institutional capacity prior to deepening international cooperation. Based on the findings, the paper proposes two conceptual frameworks: the “National Strategies to Achieve Carbon Neutrality in the Energy Sector” and the “Stakeholders of Carbon Neutrality”. These frameworks aim to provide policymakers and researchers with a structured understanding of strategic pathways for achieving carbon neutrality in the energy sector.</p>
