Integration of digital economy and agriculture on green utilization efficiency of agricultural land: evidence from inter-provincial border counties

Agricultural land use faces multiple challenges such as low land use efficiency, intensified environmental pollution and unreasonable resource allocation. While certain research has centred on improving the green utilization efficiency of agricultural land (GUEAL), shortcomings remain in the in-depth analysis of inter-provincial border counties (IPBCs). This study uses data from 879 IPBCs from 2011 to 2022 and the super-efficiency slacks-based measure (SE-SBM) model to quantify county-level GUEAL, treating the National Comprehensive Demonstration Counties for E-commerce in Rural Areas (NCDCERA) policy as an exogenous shock to the integration of the digital economy and agriculture (IDEA). We employ a double machine learning (DML) model to analyse its impact on GUEAL. The results indicate that the NCDCERA policy has exerted a significantly positive effect on enhancing GUEAL. We validate this conclusion with multiple robustness tests, providing empirical support for the IDEA’s green agricultural development promotion. Mechanism tests reveal that the IDEA primarily affects GUEAL by promoting the emergence of new agricultural forms and promoting large-scale production. The policy synergy analysis demonstrates that coordinated implementation of intensive use land policies, characteristic agricultural product advantage zone policies and the NCDCERA policy amplifies GUEAL improvement. Heterogeneity analysis reveals significant spatial differences in policy effects and land levelling conditions, indicating that the IDEA requires strategically targeted promotion of agricultural modernisation and green development. This study’s conclusions offer theoretical insights for improving IDEA-related policy and IPBCs’ sustainable agricultural development.
