How digital-intelligent transformation enhances industrial chain resilience in China's Yangtze River Delta?

In the context of global value chain restructuring and increasing uncertainty and risk, ensuring the integrity and resilience of industrial chains has become a central issue for achieving high-quality development. Digital and intelligent transformation serves as a crucial driver for reshaping traditional industrial structures and advancing the rationalization and upgrading of industrial systems. Therefore, exploring the impact of digital and intelligent transformation on Industrial Chain Resilience(ICR) holds important theoretical and practical significance. This study collects panel data from 41 prefecture-level cities in the Yangtze River Delta region of China(YRD)—one of the country’s most dynamic and open economic regions—from 2010 to 2022. The “Broadband China” initiative and Smart City Construction are employed to measure levels of digital transformation and intelligent transformation, respectively. A double machine learning model and a spatial spillover effect model are applied to explore the mechanisms through which digital transformation and intelligent transformation affect ICR. The main findings are as follows: (1) Both the “Broadband China” initiative and smart city policies significantly enhance ICR; (2) Intelligent transformation is more effective in improving ICR in Jiangsu Province, while digital transformation is more effective in Zhejiang and Anhui. The effect is also more prominent in large cities than in medium- and small-sized cities; (3) ICR in the YRD exhibits significant positive spatial spillover effects. Digital transformation in neighboring areas promotes local ICR, while the spillover effect of intelligent transformation is not significant.
