Can low-carbon city construction promote high-quality employment for the migrants? Evidence from China

Enhancing the employment quality of the migrants is not only essential for sustaining the demographic dividend, but also a crucial manifestation of testing the contribution of the low-carbon city transition and promoting sustainable development. This paper systematically examines the effect of the low-carbon city pilot (LCCP) on the employment quality of the migrants and its mechanism by matching the China Migrants Dynamic Survey (CMDS) and urban macro data. This study found that the LCCP can strongly improve employment quality for migrants and promote high-quality employment. Mechanism analysis shows the LCCP mainly enhances employment quality by promoting green technology innovation and overall upgrading of industrial structure. Extended analysis reveals that the pilot policy’s impact on high-quality employment is mainly reflected in four areas: increasing wage, reducing labor intensity, enhancing employment stability, and strengthening welfare security. Heterogeneity test shows that the LCCP has a a more significant impact on women, the urban-urban, and highly skilled migrants, and are relatively more effective in eastern, non-resource-based, and central cities. The conclusions of this paper provide important insights for countries around the world on how to formulate low-carbon transition policy tailored to local conditions, fully leverage the benefits of such policy, stabilize urban labor markets, and sustain demographic dividends.
