Does low-carbon city pilot policy improve ecological well-being performance? Evidence from 280 cities in China

This study explores the influence of the low-carbon city pilot policy (LCPP) on the ecological well-being performance (EWP) of urban areas in China, employing panel data collected from 280 cities between 2006 and 2019. Utilizing a panel model with fixed effects for both city and year, in conjunction with a difference-in-difference (DID) analysis, this study reveals a positive effect of LCPP on urban EWP. This effect is particularly pronounced in cities characterized by lower per capita energy consumption, resource-based, and central or western locations. The findings demonstrate resilience across multiple robustness checks. Moreover, mechanism tests elucidate two primary channels through which LCPP enhances urban EWP: advancing green technological innovation and refining the industrial structure. The spatial Durbin model (SDM) further demonstrates a positive spatial spillover effect, suggesting that LCPP implementation in neighboring cities contributes to elevated the EWP level of the local city. These insights provide essential guidance for policymakers aiming to enhance the implementation of LCPP and strengthen urban EWP.
