<p>Due to the economic and environmental effects of the linear consumption model requires a shift to a circular economy (CE), especially in the mobile phone sector. Inadequate recovery systems, Limited product Lifespans, and resource scarcity justify the urgent effective circular strategies. Therefore, this study presents a practical model based on mixed approaches to assist with the CE transition. Eleven criteria influencing CE engagement were identified by applying a text analysis approach to analyze more than 2,564,244 tweets (2015–2022) from formerly Twitter using the Generalized Polya Urn Poisson Dirichlet Multinomial Mixture algorithm. Using Fuzzy DEMATEL (experts’ judgments), these universal themes were modeled causally. The results revealed that in developing economies, education and policymaking play fundamental causal roles in facilitating the transition. Also, while education remains influential in developed nations, policymaking tends to function more as an effect rather than a cause. Additional key factors in developing contexts included attitudes, cost, and perceived benefits. In addition, in developed contexts public trust, privacy and security, campaign-network-communication, attitudes, proximity, and experience were critical. The robustness of the model was confirmed via a sensitivity analysis of ± 10%. Thus, policymakers must incorporate socioeconomic circumstances into policy design, and adopt context-specific strategies that reflect the maturity of institutional frameworks to expedite the shift to a circular economy. To help accelerate this transition, the present study provides a hybrid approach. This combines causal modeling through Fuzzy DEMATEL with social media analytics to end-of-life mobile phones and produces universal but context-sensitive insights.</p>
