Research on the evolution of low-carbon highway construction strategies considering the participation mechanism of operators

Integrating green and low-carbon concepts into the entire life cycle of highways is significant for carbon emission reduction. However, the willingness of operators to provide feedback on low-carbon construction is currently insufficient. This study aims to improve the low-carbon willingness of relevant stakeholders and reduce carbon emissions throughout the highway life cycle, based on controlling costs. From the perspective of pre-intervention by operators, a strategy evolution model is established, involving the construction party, operator, and government as decision-makers. The model is built upon a multi-party collaboration mechanism and analyzed using system dynamics. The evolution mechanism of stakeholders’ strategic choices in low-carbon highway construction is investigated. The results show that the pre-intervention of operators plays a positive role in promoting low-carbon highway construction. In the strategies of the construction party, operator, and government, when the profit-sharing ratio is below 0.55, it promotes positive decision-making by operators. When the willingness of both the construction party and operator to respond to low-carbon highway projects is low, their decision-making is more influenced by the government’s reward and punishment mechanisms. The proposed three-party collaborative mechanism for low-carbon highways provides a new perspective for highway construction and can facilitate the low-carbon process throughout the highway life cycle.
