<p>In the past two decades, China has generated a large amount of carbon emissions, resulting in increasingly severe environmental pollution and mounting pressure to reduce emissions. The traditional government-led and market-regulated environmental governance model has its drawbacks, making it difficult to effectively address the daunting task of carbon emission reduction. With the increasing public concern for the environment, the public has played an important role in environmental governance, which is expected to make up for the “governance failure” in the field of environmental governance and serve as an important supplementary force in promoting carbon emission reduction. However, there is a lack of discussion on whether public environmental concern can influence urban carbon emissions and through which mechanisms this influence operates. To address this, based on panel data from 277 prefecture-level cities in China from 2011 to 2020 and a fixed-effects model, this study employs Baidu Index to measure the level of Public environmental concern and investigates the impact of such concern on urban carbon emissions. The results indicate that Public environmental concern effectively curbs urban carbon emissions, with green technology innovation and government environmental regulation playing a mediating role in this process. Heterogeneity analysis reveals that the carbon emission reduction effect of Public environmental concern is particularly significant in the cities on the southeast side of Hu Line, non-old industrial bases, and small and medium-sized cities. Based on the above findings, it is suggested to release the potential of public participation in carbon emission reduction by strengthening environmental protection publicity and education, improving relevant laws and policies, and expanding public participation channels. Urban carbon emission reduction should also be promoted by supporting green technological innovation in enterprises and establishing a comprehensive, life-cycle government environmental regulation system.</p>
