<p>The optimal allocation of agricultural services and pesticide management strategies remains a subject of ongoing scholarly debate. This study examines the effects of government-led public advisory services and market-based private outsourcing services on farmers’ adoption of environmentally sustainable pesticide practices, specifically green pesticide adoption and pesticide packaging recycling, while investigating potential interaction effects between these two service types. Using the RE-Mundlak estimation method, we analyze household-level unbalanced panel data from 2020 to 2022 in Jiangsu Province, China. Results indicate that both public advisory services and private outsourcing services have positive and significant effects on farmers’ adoption of green pesticides, while only private outsourcing services demonstrate a positive effect on packaging recycling behavior. Furthermore, the interaction term reveals a substitution effect between these two service types, attributable to substantial overlap in their target populations and service content. Heterogeneity analysis indicates that agricultural service effects are more pronounced in regions with greater agricultural resource endowments. These findings offer valuable insights for optimizing the allocation of agricultural service resources and fostering sustainable agriculture.</p>
