Digital economy and green economic efficiency of Chinese cities: an analysis of the moderating and threshold effects based on environmental regulation

Under the global advocacy for green development, improving the green economic efficiency (GEE) of cities is meaningful in facilitating sustainable economic development. Based on resource allocation theory, Porter’s hypothesis, industrial structure theory, etc., this paper studies the nexus of digital economy (DE), environmental regulation (ER), and GEE by the moderating effects and panel threshold models. The findings are as follows. Firstly, DE can improve GEE. ER can exert a positive regulatory impact on the two. Secondly, the synergy between DE and ER can exert the green technology innovation effect and the industrial structure upgrading effect to enhance GEE. Thirdly, ER has a nonlinear regulating role in DE and GEE. The double threshold effect of DE exists on GEE. ER can only positively affect the GEE of Chinese cities when it is within a reasonable range. Finally, the influence of DE on GEE has heterogeneous ER threshold effects by geographical regions and city tiers. China’s first-tier cities should set relatively stringent ER intensity (establishing a multi-sectoral joint environmental enforcement mechanism, implementing differentiated environmental taxes, and dynamically adjusting pollutant emission standards, etc.). Cities in other regions and city tiers should weigh developmental differences to keep ER intensity within a reasonable range and strengthen inter-regional cooperation on green development. These findings can make contributions to digging out the green development potential of DE, weighing the nexus between DE and environmental governance, and improving GEE.
