<p>Promoting green consumption among urban residents is a crucial strategy for mitigating environmental stress and advancing sustainable development. Residents’ decisions regarding green consumption are shaped by various factors, including government regulations, environmental awareness, and social interactions. In particular, deviations in policy implementation between central and local governments, driven by information transmission barriers and divided stances, undermine regulatory effectiveness and impede coordinated green development. To address this, this study constructed a multi-intelligent simulation framework integrating policy implementation deviation, government regulation type and individual psycho-social dual motivation, combined with the behavioral utility theory and social interaction mechanism to analyze the interaction and trade-offs between policy interventions and residents’ green consumption behaviors, and to reveal their behavioral mechanisms. The results indicated that: (1) Before T = 30, the number of green consumers steadily declined, while the number of traditional consumers increased, with the effectiveness of regulation significantly decreasing in scenarios with higher policy implementation deviations; (2)The synergistic effect of economic and environmental regulation improved by 7.6% compared with that in the single-regulation scenario, which highlighted the importance of multidimensional policy synergism; (3)Green consumption behavior spread more effectively, and decision-making stabilized when all residents were ecological consumers or engaged in social interactions lasting more than 30 days, demonstrating the critical role of environmental awareness and social interaction in promoting green consumption. This study analyzes the decision-making mechanisms behind green consumption behaviors in the context of multiple interacting factors from the perspective of policy implementation deviation, providing both theoretical support and practical guidance for optimizing multi-level policy coordination and execution.</p>
