<p>Guided by the carbon neutrality target, developing scientific and effective strategies for emission reduction responsibility allocation is the core of decarbonization pathway planning and ensures the steady implementation of the mitigation process. This paper develops an integrated carbon emission reduction responsibility allocation framework that includes a multi-indictor mixed weighted allocation model and a zero-sum gain data envelopment analysis model. Through an empirical case study of Hubei province, this paper achieves multi-dimensional analysis of reduction responsibilities under carbon neutrality. Findings underscore that: (1) At the national level, the cumulative carbon emission space during the planning period is approximately 181.4 billion tons. (2) At the regional level, East China dominates in carbon emission allocation, followed by North and Central China, while the allocation in the northeast and northwest regions is notably smaller in comparison. (3) In Hubei province, total carbon emission space is projected to reach 7.44 billion tons; achieving reduction targets hinges on the proactive decarbonization efforts of energy-intensive industries, particularly the power and heat supply sector (31.9%) and the iron and steel sector (17.1%), which dominate carbon allocation shares. Finally, our findings provide a methodological paradigm for provincial-level administrative units to formulate systematic decarbonization pathways, and offer practical guidance and policy implications for achieving carbon reduction.</p>
