<p>The tourism industry significantly contributes to global greenhouse gas emissions, yet current research mainly focuses on emissions at regional and industry levels, along with optimizing destination policies. This study addresses a research gap by introducing the Tourist Carbon Capability Maturity Model (TC-CMM) to assess the potential of reducing emissions from the tourist perspective. Analyzing data from 466 tourists in Macao, our results show that the majority exhibit carbon capability maturity at the initial stage. Carbon Action Capability had the highest average score&#xa0;and significantly enhancing overall maturity. In contrast, Carbon Identification Capability, with a 46.14% suboptimal performance rate, limits maturity. Factors such as gender, age, education, and income significantly influence carbon capabilities, with age identified as the most critical determinant. Additionally, regional development showed no significant correlation, suggesting that economic and infrastructural thresholds alone may not sufficiently explain variations in carbon capabilities. These insights advocate targeted policies to enhance environmental awareness and promote sustainable tourism behaviors, while also highlighting the need for cross-cultural validation in future research to enhance the model's generalizability.</p>
