A study to bring forth issues material to inclusivity across coalfields of Jharkhand (India) and its redressal mechanism

India depends on coal mining for its energy security. Literature review plots a story-board about mining projects taxing to Project Affected People (PAPs), leading to a growth non-inclusive in nature. The price on counts of loss of land, forest, ecosystem services, coerced displacements, altered livelihood and adverse life conditions are mostly paid by PAPs is rather alienating; making inclusivity a material issue for sustainability. Attempts have been made to identify indexes and parameters but a comprehensive insight into inclusivity and a miss of connect between sustainability and inclusivity has always been enticing over past few years in this arena of research. This study attempts to develop a conduit by metrics play quantifying inclusivity as a function of: Human Development Index (HDI), Human Rights (HR) & Ecosystem Services (ES). To accomplish this, studies were undertaken in two phases across three major coalfields of Jharkhand (India), collecting baseline data through participatory rural appraisal (PRA) meetings and questionnaires to capture primary data on HDI, HR and ES. A conceptual framework representing inclusivity as a cuboid model with database obtained on HDI, HR and ES has been evolved to not only represents project inclusiveness but also an inclusive quotient as ratio of pre vis a vis post mining scenario on inclusivity. This emerged as a material assessment and quite critical towards obtaining social license about the project.
