<p>Hitherto, rising awareness of global environmental problems, individuals, organizations, and governments alike are increasingly recognizing the need for action to mitigate the impacts of climate change. This study aims to provide a reliable reference for China's net-zero transition pathway through cross- national comparisons of bibliometric analysis. Based on 2776 published relevant articles, the dynamic evolution of Pro-environmental behavior (PEB) topics in China and Japan is analyzed and compared. The major results and findings of this study are as follows: (i) temporal and spatial distribution of the literature indicates that environmental research is poised for rapid growth. The increasing number of annual publications in Japan over the past decade, along with the potential for collaboration between Chinese institutions, signifies a promising future for the field, (ii) by focusing on key research directions related to energy, attitudes, impacts, consumption, and technology, we can enhance our understanding of PEB and effectively promote its adoption, (iii) analyzing implications for China’s Commonly Benefiting Carbon Institution based on Hotspots, and (iv) by proposing and discussing policy implications at various levels, integrating multiple disciplines to study individual behavior, establishing an international framework to find driving forces, and exploring the convergence of technology and policy in the post-COVID-19 era, this study emphasizes the practical relevance and applicability of its findings.</p>
