<p>Rust fungi are important plant pathogens. The spermogonial and aecial stages of a rust fungus were observed on an herbaceous plant, <i>Hemistepta lyrata</i> (Asteraceae), while the uredinial and telial stages were observed on <i>Carex rupestris</i> (Cyperaceae) in the same area of Hebei Province, China. The identification and life cycle of these rust fungi were studied in detail. For the first time, a heteroecious life cycle alternating between these two host plants was clarified through field observations, inoculations, and phylogenetic analyses. These rust fungi were identified as <i>Puccinia rupestris</i>, which was the first confirmed report of this species in China. Morphological observations and phylogenetic analyses also revealed that the spermogonial and aecial stages on <i>H. lyrata</i> are identical to <i>Aecidium saussureae-affinis</i>. Therefore, <i>A. saussureae-affinis</i> is treated as a synonym of <i>P. rupestris</i>. The morphology, host plants, and geographical distribution of this species are described based on both Chinese specimens and literature records. The distribution of this species is confirmed from China, Japan, and the Russian Far East.</p>
