<p>The COVID-19 pandemic exacerbated existing stresses on child care systems. Federal relief efforts provided funds to open new, licensed child care programs to replace those lost due to the pandemic, but these efforts were not uniformly successful. This manuscript examines the challenges that state and local rules and regulations for licensure may pose to child care providers during the licensing process. This qualitative research study is an in-depth inquiry into the initial licensing process for child care facilities in one Midwestern state. Semi-structured interview data from state licensing officials (N = 27) and child care providers (N = 7) identified potential challenges to obtaining&#xa0;a license and suggestions for overcoming those challenges. Challenges include complex rules and regulations, start-up costs, communication and coordination with licensing staff, local differences, a lack of business acumen, and provider preparation. Respondents suggested creating an initial licensing team, improving communication and coordination, and requiring the initial licensing orientation to be conducted in person.</p>
