<p>Land use rights (LUR) management plays a vital role in ensuring transparency, legal certainty, and socio-economic development. In countries like Vietnam, where land-related procedures are governed by a comprehensive legal framework, practical challenges persist due to uncoordinated records and complex administrative processes. To support the country’s ongoing digital transformation and legal modernization efforts, this paper introduces ViLUR, a system that integrates blockchain and semantic technologies to manage LUR in compliance with Vietnam’s 2024 Land Law and related regulations. ViLUR combines blockchain technology for secure, immutable record-keeping with the Land Use Rights Ontology (LUROn), which formally models ownership structures, legal entities, and regulatory constraints. Using Semantic Web Rule Language (SWRL) rules, the system automates legal compliance checks for key procedures including ownership issuance, change registration, and land recovery. Deployed on the Hyperledger Fabric framework, ViLUR is experimentally evaluated in terms of throughput, latency, and reasoning time. Results show promising improvements in transaction speed, transparency, and legal consistency. The system demonstrates practical potential for modernizing land administration and aligns closely with Vietnam’s national goals for e-government and digital transformation.</p>
