<p>This study aims to develop an evaluation indicator system for the high-quality development of aquaculture in China, guided by relevant national policies. It uses the entropy weight method (EWM) and the CRITIC method to conduct an empirical assessment of major fishing provinces, providing a reference for the formulation of science-based industry policies. The research constructs a comprehensive evaluation framework based on five key dimensions: industrial scale and efficiency, green development, technology and infrastructure, industrial integration and transformation, and industry management and services. Taking local conditions into account, the study employs diversified evaluation methods for an in-depth analysis. The results reveal significant performance differences across provinces in these dimensions. Shandong leads in industrial integration and transformation, Guangdong excels in green development, and Jiangsu stands out in technological innovation and industry management. The evaluation system developed in this study provides a scientific basis for promoting the high-quality development of aquaculture and is of great significance for driving industrial transformation and upgrading, as well as supporting the sustainable development of fisheries globally.</p>
