<p>The minimum aberration (MA) criterion plays a crucial role in the study of comparing and selecting fractional factorial designs. In this paper, the concept of MA is naturally generalized to mixed-level baseline designs. Based on the relationship between the model matrix and design matrix of mixed-level baseline designs, the formulation of the MA criterion for baseline mixed-level designs and the efficient complete search algorithm are explored, which covers the existing results for <i>s</i>-level cases. A catalogue of MA baseline designs with run sizes of 8 to 27 is provided.</p>
