<p>This exploratory study uses a three-stage healthcare metaphor—prevention, treatment, and insurance—to analyze cybersecurity awareness and implementation gaps among multiple stakeholder groups. A survey of 70 respondents from Taiwan from businesses, individual users, insurance companies, cybersecurity academics, and service providers was analyzed using <i>t</i> test to compare the perceived importance and implementation level of 38 measures. Our exploratory study and preliminary findings show a persistent gap between high awareness and low implementation, with higher adoption rates among insurers and service providers. The sample size was small (n = 70), limiting statistical power and generalizability. The preliminary findings should be considered exploratory, highlighting the need for replication using larger, more diverse samples. Modular zero-trust deployment, insurance-linked incentives, and cross-domain governance models are recommended to address systemic gaps in cybersecurity practices. Integrates healthcare metaphors with cybersecurity governance, providing a holistic framework that connects technical, institutional, and economic perspectives.</p>
