“Policy synergy” or “strive alone”? “dual-pilot” policy to enable renewable energy technology innovations

The promotion and application of new energy vehicles and energy transition are pivotal measures for coordinating economic and social progress toward green and high-quality development under the framework of Chinese modernization. Previous studies have largely overlooked the green innovation dividends stimulated by policy synergies. Based on the new energy vehicle promotion and application pilot policy and new energy demonstration city construction as a “dual-pilot” framework, this study constructs a quasi-natural experiment and employs panel data from 254 Chinese prefecture-level cities from 2006 to 2022 to examine the potential mechanisms through which the “dual-pilot” policy synergistically empowers renewable energy technological innovation in cities, and based on the demonstration and leadership role of policy pilots in similar cities or regions, as well as the spatial correlation between geographic entities, the spatial spillover effects of the “dual-pilot” policy are further analyzed. The findings reveal that: (1) the “dual-pilot” policy not only directly enhances the quantity and quality of green innovation in cities but also generates significant spillover effects, promoting green innovation in neighboring regions; (2) the “dual-pilot” policy indirectly drives renewable energy technological innovation in cities through pathways such as government leadership effects, demand-induced innovation effects, and industrial clustering effects; (3) heterogeneity analysis shows that cities with stronger environmental regulations, higher dependence on natural resources, and stronger intellectual property protection experience more pronounced improvements in renewable energy technological innovation due to the “dual-pilot” policy; and (4) compared to cities implementing either the new energy vehicle promotion and application pilot policy or new energy demonstration city construction individually, the “dual-pilot” policy is more effective in stimulating renewable energy technological innovation. These findings offer insights for governments to coordinate energy security and low-carbon energy transition under the new development paradigm.
