Integrating the circular economy concept with one water approach to enhance sustainability in urban water systems: identification, selection, and ranking of key sustainability indicators

Urban water systems (UWS) face multiple challenges related to water availability, rapid climate change, population variation, and ageing infrastructures. To counter these challenges, several new paradigms, i.e. the circular economy (CE) and one water approach (OWA), have been developed to improve and assess the sustainability of UWS. However, to our best knowledge, no studies integrating CE and OWA (Circular One Water Approach) to evaluate the sustainability of UWS were available in the published literature. Our work identified and selected a COWA-based indicator list, using Proknow-C combined with citation chaining. In total, 152 papers were investigated, and 851 indicators were identified. After the shortlisting process, 168 indicators were selected and classified into the proposed assessment criteria: accessibility (73 indicators), CE (72 indicators), finances (13 indicators), and system integration (10 indicators). The criteria aggregation showed that accessibility and CE have the highest impact on the sustainability index, representing over 40% of the weights each. COWA's sustainability principles, on the other hand, included integration with nature (> 40%), system adaptability, and integration with the community (> 15%) as the most important principles to achieve sustainability. Our analysis classifies over 95 indicators as a high priority, highlighting the importance of holistic sustainability analysis for UWS.
