摘要

Complex operational situations and large-scale disasters caused by climate change are increasingly presenting new challenges for civil protection. The example of the Mountain Rescue Center for Safety and Training (ZSA) in Bad Tölz illustrates how a center of excellence effectively combines training, standardization, and collaboration among various organizations. The ZSA offers realistic training conditions for emergency responders from mountain and water rescue services, the fire department, the police, and the German Armed Forces. Joint exercises and coordinated training standards foster a unified understanding of tactical procedures and interfaces. This enables measures to be implemented more quickly and smoothly in an emergency. In addition to traditional training, the ZSA employs modern simulation techniques to safely train for complex situations—from winch rescues to flood and avalanche scenarios. This combination of practical relevance, technology, and interdisciplinary cooperation makes the center an exemplary model for the further development of civil protection. This article illustrates that centers of excellence such as the ZSA make an important contribution to better preparing emergency responders, connecting organizations, and permanently strengthening resilience in disaster management.
