摘要

Dispatchers in dispatch centers are increasingly confronted with a multitude of information sources. This can lead to overload and errors. The project “Geoinformation dashboard in the integrated dispatch center (ILS) Munich” aims to develop a user-centered dashboard to support handling of emergency calls in integrated dispatch centers (ILS). The dashboard provides a visual overview of mission-relevant information with a special focus on spatial data. By using spatial data and map-based representations, information from various sources can be combined to form a situational picture. Compared to existing approaches, which are currently largely limited to purely metrics-based representations, this offers the advantage that all information is available at a glance rather than being distributed across numerous applications, thereby enabling fast, well-informed decision-making. The project was carried out in close cooperation with the ILS Munich using user-centered methods, such as site visits, task analyses and surveys. This resulted in different requirements depending on the role in the dispatch centers, which is why a modular dashboard design was chosen. This study shows that such a modular dashboard with a spatial focus reduces the flood of information, improves the quality of decisions and increases user acceptance. The findings on role-related information requirements, spatial visualization concepts and user-centered development processes are transferable to other control centers and provide a basis for future developments of geoinformation-based support systems in the context of emergency and public safety organizations.
