Qualität von Warnmeldungen in der Flutkatastrophe im Juli 2021

During the flood disaster in Germany in 2021, warnings were issued using the Modular Warning System. Between 14 July 2021 and 21 July 2021, 240 warning messages, updates and all-clear messages were sent and later published by the Federal Office of Civil Protection and Disaster Assistance. With the help of evaluation criteria, the individual warning messages are analysed for their quality in various categories, e.g. contained information, language, as part of a document analysis. Many of the alerts only fulfil some of the criteria and qualitatively fall in the mid-range. It is unclear whether serious damage could have been prevented by better formulated warning messages in the Modular Warning System. Warning the population consists of many parts that can only be assessed as a complete warning system. This article aims to identify the potential for improvements in warning messages. Warning personnel has to be better trained regarding the development of warning messages.
