Background <p>Quality comparisons using quality indicators are an established and effective approach in quality assurance.</p> Objectives <p>On behalf of the Rescue Services Committee (“Ausschuss Rettungswesen”) of the German federal states, a&#xa0;working group (WG) developed and agreed upon quality indicators for cross-state benchmarking in the German emergency medical service (EMS).</p> Materials and methods <p>Based on quality objectives, the WG developed indicator candidates, which were refined and selected in an iterative group process using systematic quality assessments according to the QUALIFY method. Subsequently, indicator candidates were subjected to a&#xa0;consensus process.</p> Results <p>Ninety indicator candidates were formulated, discussed and evaluated, of which 22&#xa0;candidates were developed in greater depth. Twenty indicators achieved the necessary approval in the consensus process. After working out the practical approach to the benchmarking process, including calculation and operationalisation rules, the indicators were revised and updated, followed by a&#xa0;repeated consensus procedure. In this course, one element was split up into 6&#xa0;more specific indicators. The WG now proposes a&#xa0;consented catalogue of 25&#xa0;quality indicators for the cross-state quality comparison in emergency rescue.</p> Conclusions <p>For the first time, cross-state consensus quality indicators are available for the EMS in Germany, but they still have to prove their benefits for their cross-state utilisation. The organisational prerequisites still have to be created in many regions.</p>

Background

Quality comparisons using quality indicators are an established and effective approach in quality assurance.

Objectives

On behalf of the Rescue Services Committee (“Ausschuss Rettungswesen”) of the German federal states, a working group (WG) developed and agreed upon quality indicators for cross-state benchmarking in the German emergency medical service (EMS).

Materials and methods
