Blowing Against the Winds of Change? the Relationship Between AW Initiatives and WT in Germany

This study investigates the spatial emergence of anti-wind (AW) initiatives in Germany and their relationship to wind turbine (WT) development. Combining information on more than 800 AW initiatives with detailed geolocated WT data, the study develops a novel spatiotemporal perspective on the regional dynamics of AW mobilisation. Using spatial survival models, we analyse how existing WT infrastructure, anticipated WT expansion, and nearby AW initiatives shape the likelihood of new initiative formation. The findings provide no support for the proposition that existing WT stocks themselves systematically increase AW mobilisation. Instead, AW initiative formation appears to be associated more strongly with social diffusion processes. In particular, existing AW initiatives significantly increase the likelihood of nearby initiatives emerging, suggesting important roles for organisational learning, social networks, and supra-local mobilisation structures. Overall, the results suggest that AW mobilisation develops less as an isolated local reaction to existing WT infrastructure than through regional spillovers and diffusion dynamics.
