<p>The implementation of the new Fishery Act in Japan in 2020 brought about major changes in fishery management practices. These changes focused on output control based on the implementation of the total allowable catch (TAC) and individual quota (IQ) systems. Under the IQ system, once consensus on allocation after fish stock research is reached among stakeholders, it no longer defines the number or gross tonnage of fishing vessels in Japan. This has created an opportunity for exploring new approaches to designing fishing vessels and structuring fishing fleets under the IQ regime to promote sustainability. However, there are concerns about the declining shipbuilding capacity of domestic shipyards in Japan, which may limit the introduction of new fishing vessels in future. This study aims to determine the appropriate fleet size considering the shipyard’s workload, using compensated gross tons (CGT) as a metric, while also considering the necessary conditions for sustainability. This study conducts a quantitative analysis of the scale merit of CGT as a means to ensure an effective supply of fishing vessels.</p>
