Relocation policy for container terminals in a seaport: a gap index approach using hybrid DEMATEL-fuzzy AHP

When container terminals (CTs) within a single port are dispersed across multiple locations, several operational, economic, and environmental disadvantages might happen to resource allocation for port operations. Accordingly, this study aims to examine the relocation policy for CTs in a seaport to prioritize the allocation of scarce resources for improving overall port productivity using a gap index approach based on the hybrid DEMATEL-fuzzy AHP. This paper’s main originality is to explore sixteen evaluation attributes (EAs) under four dimensions, including port advantages, port governance, return on investment, and investment and operating costs. The hybrid DEMATEL-fuzzy AHP argues that the top five EAs regarding the relocation policy for CTs consist of investment attraction incentives (10.89%), intra-port coopetition (10.85%), the growth rate of container throughput (8.55%), customs clearance system (8.10%), and tax rate (6.94%). Also, the three EAs with the largest gap include investment attraction incentives, intra-port coopetition, and berth length. The empirical results could provide theoretical and managerial implications for port authorities to reallocate limited resources to encourage the relocation of CTs and attract more investors.
