Raumbezogene Entscheidungsfindungsprozesse im digitalen Wandel: Wünsche, Einsatz und Einflussfaktoren digitaler Technologien

Digital transformation is reshaping the conditions under which spatial planning and governance occur. In theory, digital technologies offer new opportunities to improve decision-making and facilitate transparent communication and collaboration among different stakeholder groups around complex planning issues. This raises questions about how planning practices engage with these opportunities, the needs and expectations associated with using digital technologies, and the factors that affect the adoption of these technologies. Drawing on a nationwide online survey and supplementary expert interviews, this paper examines the use of digital technologies in municipal planning decisions in Germany. The findings show that the demand for these technologies has remained limited so far and that they are rarely used systematically, thus confirming the gap between technological offerings and practical expectations identified in the literature. Seven key factors underlying this finding are identified, relating to institutional conditions, the manner in which technologies are used, and stakeholder perspectives. Thus, the paper provides empirical insights into the digital transformation of municipal decision-making processes and the structural conditions that shape it.
