Intertemporal collective choice and dynamic consistency

This paper investigates the formation of dynamically consistent collective preferences in environments involving both time and uncertainty. Traditional aggregation methods often treat these dimensions separately, resulting in fragmented insights. We propose a preference aggregation rule–the utilitarian-boolean-geometric rule–that ensures dual-level dynamic consistency. We show that this rule can be fully characterized by a set of simple and intuitive axioms. Our findings also extend to a broader range of intertemporal utilities, providing a comprehensive approach to ensuring dynamic consistency in collective decisions.
