Market integration in the digital era: can public data openness break market segmentation?

Promoting digital-based public data openness (PDO) not only stimulates economic growth but also drives market integration (MI). Using China's government-led PDO policy as a quasi-natural experiment, we employ a staggered difference-in-differences method to examine its impact on market segmentation (MS). Results show that PDO significantly reduces MS. Mechanism analysis indicates that the policy works by lowering institutional transaction costs and facilitating factor mobility. Heterogeneity analysis reveals stronger effects in border regions, cities with complex terrain, and those with advanced digital infrastructure. Further analysis highlights that expanding data scale, improving data quality, and enhancing data utilization are key to realizing the policy's impact. Adopting a data-as-factor perspective, this study enriches the understanding of PDO and MS, offering insights for developing countries to leverage data for MI.
