An anatomy of labor market dynamics in the French Overseas Regions: a flow-based approach

Using the French Labor Force Surveys (2014Q1–2023Q4), this paper analyzes worker flow dynamics in the four historic French Overseas Regions (FOR) compared to mainland France. Results show that gross worker flows are significantly higher in the FOR, driven primarily by transitions between unemployment and non-participation. People living in FOR face lower job finding rates and higher job separation rates. Crucially, transitions involving unemployment and non-participation explains the bulk of unemployment variance, accounting for at least 60% and generates nearly all changes in unemployment during the Covid-19 recession. Finally, an analysis of the socio-demographic determinants of worker flows reveals that women and youth in the FOR face particularly unfavorable transitions, while higher education providing limited protection against unemployment.
